Package chrooted: Information

- Fixes:
  + OVE-20200311-0001 Normal update operations by root can corrupt/crash running processes through modifying libraries

    (For 0.3.8-alt1.M80C.1 upgraded from 0.3.8-alt1: the processes that can
    be affected are any already running processes system-wide, if there are
    chrooted libraries on the same filesystem as the system libraries;
    otherwise, only the services already running in the chrooted environment
    being updated can be affected.

    Until 0.3.8-alt1: in a normal situation, only the services already running
    in a chrooted environment can be affected. In an extraordinary situation
    due to some unexpected failure of ln, it's like for 0.3.8-alt1.M80C.1.

    This could happen only as a result of actions initiated by root:
    for example, a package upgrade which included the old version of
    chrooted, or a package upgrade which included libraries in a system
    with the old version of chrooted, or an invocation of
    /sbin/update_chrooted.)

- copy_resolv_conf: forcibly remove stale optional config files.
