Summary: JRuby's native launcher executable

Description: 

Maintaning JRuby.BAT was, well, to put it mildly, unpleasant. We had tens of
bugs due to BAT limitations, we had weird behaviors depending on the version
of Windows, we had a bunch of regressions.
