Summary: Minimal unified mmap for POSIX and Win32

Description: 

Provides a minimal interface to POSIX mmap(), and its
Win32 equivalent. Abstract base class that is used by
the IPC::Mmap::POSIX and IPC::Mmap::Win32 implementations.
