Package etcskel: Information

The etcskel package is part of the basic ALT Sisyphus system.
These files are then placed in every user's home directory
when new accounts are created.
- .mutt/gpg:
  + do not use --passphrase-fd option if passphrase is not needed;
  + check gpg status fd during decode, decrypt, and verify;
  + make sure we don't rely on gpg-agent(1) to handle passphrases.
- .bash*: enhanced comments (closes: #29933).
- .bash_logout: invoke "clear" on linux terminals only.
- .ssh/config: new file with a comment.
- .ssh/authorized_keys: turn the comment into a proper sentence.
- .xprofile: added support for ~/.ssh/id_ecdsa and ~/.ssh/id_ed25519 files.
- .rpmmacros: dropped default tmpdir.
