Package python-modules-encodings: Information

Standard Python encoding modules are provided by this package.

Codec modules have names corresponding to normalized encoding
names, e.g. 'utf-8' is implemented by the module 'utf_8.py'.
- distutils.command: added bdist_altrpm.py from repository of
  rpm-build-python by request of rt@
- Moved wsgiref.egg-info into python-modules-wsgiref (ALT #25274)
- Corrected interpackage dependencies.
- Rebuilt for soname set-versions and debuginfo.
