Package python-tools-modulator: Information

The modulator script provides a simple graphical user interface for declaring the
functions and objects which a module should implement, and can generate a
template which can be filled in.
- distutils.command: added bdist_altrpm.py from repository of
  rpm-build-python by request of rt@
- Moved wsgiref.egg-info into python-modules-wsgiref (ALT #25274)
- Corrected interpackage dependencies.
- Rebuilt for soname set-versions and debuginfo.
