Package systemd-container: Information

Systemd tools to spawn and manage containers and virtual machines.

This package contains systemd-nspawn, machinectl, systemd-machined,
and systemd-importd.
- mount /run/user/UID with noexec
- mount /run/lock with noexec
- static link systemd-udev and systemctl with libsystemd-shared
- split udev-rule-generator to separate package
- move to systemd-utils package:
  + systemctl
  + journalctl
  + libsystemd-shared
- drop packages:
  + journalctl
  + libsystemd-shared
  + bash-completion-journalctl
  + zsh-completion-journalctl
- clenup Conflicts
- backport to p8
- fix build systemd.directive man
- move "journalctl --update-catalog" from %post to filetrigger
- move "udevadm hwdb" from %post to filetrigger
- add filetriggers for systemd-sysctl,systemd-binfmt
- add group render
- add drop-in config with defined PATH for user
