Package qtiplot-manual-html: Information

This package contains manual for QtiPlot, the program for scientific
data manipulation and visualization. The manual is in HTML format.

- fixed build on non-x86 64-bit arches (but not armh)
- enabled parallel build
- avoid compressing tarballs inside compressed srpm
- Fixed FTBFS:
  + disabled pdf generation and qtiplot-manual-pdf subpackage;
  + fixed build with sip4;
  + built exclusively for %ix86, x86_64;
  + qtiplot-data, qtiplot-manual-html, qtiplot-manual-pdf: drop
    dependecy on qtiplot subpackage.
- Built for Sisyphus again.
