Package alterator-lilo: Information

- Provide "alterator-bootloader" (bootloader.desktop) using
  alternatives.
- Extract common functions and binaries to "alterator-bootloader-functions"
  package.

- dropped evms kludges for good, these aren't needed anymore
  with installer-scripts-remount-stage2 (and spoiled UEFI case
  even if proper support means elilo); see also #28181

- "udevadm trigger" into backend3 script call disable for prevent Video-XOrg
  crash for mostly ATI Radeon and old NVidia.
