Package rpm-build: Information

This package contains scripts and executable programs that are used to
build packages using RPM.
- scripts: replaced "egrep" with "grep -E", "fgrep" with "grep -F".
- lib.req: upgraded "library not found" warnings to errors:
  these warnings are real packaging errors,
  they also cause further ldd errors down the line.
- platform.in: added %pre_service_stop_posttrans_start and
  %post_service_posttrans_restart.
- README.ALT-ru_RU.UTF-8: updated (by Dmitry V. Levin).
