Package fuse: Information

FUSE (Filesystem in USErspace), an excellent tool
for creating custom filesystems with minimal effort
as well as for using them.
- Added the ability to select the fusermount2/fuserumount2 version using
  alternatives-manual (thx Korney Gedert).
- Added -ffat-lto-objects to %optflags_lto.
- build from upstream upstream/fuse_2_9_bugfix branch
- deleted depends on fuse in libfuse (ALT#38714)
- make buffer size match kernel max transfer size
