Package interactivesystem: Information

This package defines the components of an interactive ALT Sisyphus system
(for example, the package installation order to use during bootstrapping).

This is a base package for interactivesystem.
- Cleaned up dependencies on network-config-subsystem of interactivesystem
- interactivesystem: replace dependency on console-common-scripts with kbd and
  kbd-data
- interactivesystem-sysv: add dependency on console-common-scripts
- Split interactivesystem away from basesystem to its own source package.
- Added two new interactivesystem-* packages (Closes: 28681):
  + interactivesystem-systemd;
  + interactivesystem-sysv.
- Cleaned up dependencies of interactivesystem:
  - removed: startup.
