Package kernel-build-tools: Information

Utilities to facilitate creation of kernel and additional module packages
according to ALT Linux kernel packaging conventions.
- Defined base_arch for LoongArch.
- Disabled some check on LoongArch (libfaketime is not available).
- Note: release is -alt2 so this version is newer than the one
  in sisyphus_loongarch64.
- Fix fgrep warning.
- kernel.req: Detect unmets between kernel modules.
- Install safe-add-changelog (with safe-stamp-spec) tool(s) a safer version of
  add_changelog (and stamp_spec) which works with kernel-image.spec.
