Package kernel-headers-common: Information

This package contains common directories and C header files from
various versions of the Linux kernel.
- Remove support for perl headers (ALT#43185).
- Enable kheaders.service by default.
- Added support of mips*, s390x, riscv64, and power* architectures.
- Added e2k architecture support.
