Package os-upgrade: Information

A command line tool and service for checking for updates to
the ALT Operating System and a complete distribution upgrade
in the background or in the separate (isolated) systemd target.
- Changed some default values and command line parameters.
- Changed the default behavior of the argument --username=.
- Updated and improved the package documentation and help.
- Removed os-upgrade autorun from the spec's %post.
- Removed legacy parameters --verbose and --autoclean.
- Added a request to the user to confirm the update.
- Added parameters --force, --keep-package and --quiet.
- Added some screenshots of the c10f1 update.
- Fix scripts to update c10f1 -> c10f2.
- Pack /var/log/os-upgrade-err.log.
- Initial build for Sisyphus, it works only in c10f1 for now.
