Package rpm-build-ruby: Information

These helper scripts will look at Ruby source files in your package, and will
use this information to generate automatic Requires and Provides tags for the
package.
- Fix absent pry gem require.
- Fixed provides when no gemspec found.
- Allow "5.x" in requirements defaulting to "5.0"
- Condition "!=" is being converted to ">", ruby version detection for .gemspec
  is rolled back.
