Package rpm-build-ruby: Information

These helper scripts will look at Ruby source files in your package, and will
use this information to generate automatic Requires and Provides tags for the
package.
- Fixed (!) ruby.prov (closes #36506, #37088)
- changed (*) ruby.req output
- Macros gem- copied to ruby-, old rules ruby-tool-setup is removed
- Fix install .so target folder for gems
