Package rpm-build-tcl: Information

rpm-build-tcl is set of scripts and rpm macros to assist in tcl modules
build process
- Replaced "egrep" with "grep -E".
- Fixed tcl extension dependencies version generation:
  + Strip away "alpha" and "beta" identifiers from the generated versions;
  + Do not provide odd dependencies.
- Revised TCL extensions dependencies generation in incompatible way to solve
  problem pointed in
  https://lists.altlinux.org/pipermail/devel/2020-November/212462.html.
