Package arpd: Information

arpd is a daemon collecting gratuitous ARP information, saving it on
local disk and feeding it to kernel on demand to avoid redundant
broadcasting due to limited size of kernel ARP cache.
- 6.7.0 -> 6.8.0.
  + Note that upstream has dropped support for the rudimentary tc ipt action.
    It is unlikely to be used by anyone, though.
- 6.6.0 -> 6.7.0.
- 5.17.0 -> 6.6.0.
- Dropped the homegrown libnetlink.so shared library: it is unused by other
  packages, and there are a lot of alternatives today.
