Package alterator-python-functions: Information

Binding functions for Alterator Python based backends.
Note that the module is `alterator_bindings.backend3`
- Easier restrictions for write_enum_item argument
  (similar to alterator-sh-functions)
- Switch to 'raise Exception' instead of 'sys.exit'
- Explicit build dependency on python3-module-wheel
- Proper 'translate' function implementation
