Package system-config-printer: Information

system-config-printer is a graphical user interface that allows
the user to configure a CUPS print server.
- NMU: added missing build dependency on setuptools.
- Fixed FTBFS by building python3(cupshelpers) with pyproject_installer
  instead of direct setup.py. As a direct effect of that change, dist-info for
  that module is produced and packaged instead of egg-info.
- New version.
