Summary:  A System and Session Manager
systemd is a system and session manager for Linux, compatible with
SysV and LSB init scripts. systemd provides aggressive parallelization
capabilities, uses socket and D-Bus activation for starting services,
offers on-demand starting of daemons, keeps track of processes using
Linux cgroups, supports snapshotting and restoring of the system
state, maintains mount and automount points and implements an
elaborate transactional dependency-based service control logic. It can
work as a drop-in replacement for sysvinit.

- backports tmpfiles cofigs for /var (from v214):
  + tmpfiles: always recreate the most basic directory structure in /var
  + tmpfiles: if /var is mounted from tmpfs, we should adjust its access mode
  + drop delete /var/cache/man; fixed bug#29774
- add systemd-utils package
- fix permitions for ALTLinux in /lib/tmpfiles.d/legacy.conf
- move sysctl  and tmpfiles configs to systemd-utils
- use /bin/systemd-tmpfiles for create static inodes in SysV init script
