Summary: COIN-OR dynamic simplex algorithm
Description:

DyLP is an open-source implementation of the dynamic simplex algorithm
for linear programming. DyLP is pure C, heavily instrumented and
commented, targetted toward algorithm development. An OSI interface,
OsiDylp, is also available.
