Summary: Setup the common python3/site-packages directory (with the only built subpkg)

Description: 

ONLY python3-site-packages PACKAGE IS BUILT AND USED!

This is a customization of the python3.3 site
which makes python3 use the additional
python3/site-packages directory as the search path
for modules, too.

New releases of python3 in Sisyphus will use it as the default common
path. This package is needed for the transition only.
