- NMU: unregistered builds for riscv64 and loongarch64:
+ enable unregistered builds for selected architectures;
+ backport riscv64 support, add loongarch64 support
to aclocal.m4;
+ backport upstream fixes for unregistered builds
(fixes build of ghc8.6.4-juicypixels).

- NMU: added R: llvm%_llvm_version on armh and aarch64 architectures (fixes regression introduced in 8.6.4-alt8 release which caused all packages and applications based on GHC to FTBFS).
